The site is the southern end of the town-centre block bounded by Adelaide Road, Gawler Street, Walker Street and Morphett Street, in Mount Barker, S.A.
The proposal includes a seven-level building comprising two levels below ground and five above on Mount Barker’s premier site – the landmark corner of Adelaide Road and Gawler Street, which extends through to Walker Street to the east and Morphett Street to the north .
At ground level the proposal comprises 450 sqm of Mount Barker District Council front-office space, public toilets, and a Civic Square which would provide public access to the centre of the site, be open to Adelaide Road, Gawler Street, Walker Street and Morphett Street, and fitted out with gardens, water fountains and outdoor dining facilities. Ground floor level also has a number of commercial tenancies.

The levels below ground will provide parking for 350 cars, and be accessible from both Adelaide Road and Walker Street. Travelators from the carpark to ground level and lifts to ground and upper floors.
First floor level comprising 2625 sqm first-class office space would be dedicated to Mount Barker District Council accommodation. It will connect directly with the ground-floor office spatially by means of a full-height atrium space. Lifts will connect the office space directly to the carpark below. Two balconies will allow staff to step directly from the office to the outside air. Full-height glazing will allow all-round views, with east and west facades being protected by glass and metal sun-screens.

Second, third and fourth floors will be first-class commercial office space.

A pedestrian bridge across Adelaide Road is projected, providing public access from the new building to Auchendarroch cinema, reception and restaurant complex.
