This was a response to a 2015 call for expressions of interest on the half of Mount Barker District Council; they were keen to examine options for a new civic centre as firstly, a home for the council and staff. Michael Watson Architects approached our long-time client Gilbert Motors, who owned land in central Mount Barker and proposed that together we develop a scheme for Council on the corner of Adelaide Road and Gawler Street, one of the town’s most prominent sites.
Our proposal included a seven-level building comprising two levels below ground and five above. At ground level the proposal comprised 450 sqm of Mount Barker District Council front-office space, public amenities, and a number of commercial tenancies. It also proposed a Civic Square which would provide public access to the centre of the site, be open to Adelaide Road, Gawler Street, Walker Street and Morphett Street behind, and which was fitted out with gardens, water fountains and outdoor dining facilities.
The levels below ground would provide parking for 350 cars, and be accessible from both Adelaide Road and Walker Street. Travelators would provide access from the carpark to ground level and lifts to ground and upper floors. An atrium space was to extend the full height of the building above ground floor level and bring daylight and space into its interior.
First floor level comprising 2625 sqm first-class office space was to be dedicated to Mount Barker District Council accommodation. Lifts connected the Council office space directly to a dedicated Council carpark below. Two balconies would allow staff to step directly from the office to the outside air. Full-height glazing would allow all-round views, with east and west facades being protected by glass and metal sun-screens.
Second, third and fourth floors were proposed to be first-class commercial office space.
A pedestrian bridge across Adelaide Road was projected, providing public access from the new building to Auchendarroch cinema, reception and restaurant complex.
